Last week,
the Canadian Radio-television Telecommunications Commission (CRTC) instituted usage-based billing
for all Canadian Internet users, causing bandwidth caps there to drop from unlimited or 200GB a month to 25GB a month. I've been wracking my brain to figure out how they could possibly believe that this was a useful and necessary step to take.
